The Courage to Govern II

US Prosecutor Says NY Corruption 'Rampant'

NEW YORK- U.S. Attorney Preet Bharara told a new state commission Tuesday that corruption in New York politics has created a "show-me-the-money culture" that's permeating state and local officials, both Democrats and Republicans, and has reached intolerable proportions.

"Public corruption, based on all evidence, appears rampant," Bharara told The Commission To Investigate Public Corruption  at its first public hearing. "And the ranks of those convicted in office have swelled to absolutely unacceptable levels." .... U.S. Attorney Loretta Lynch testified about "self-interest and double-dealing" in New York politics. She called for "truly transparent financial disclosure" by politicians to ward off conflicts of interest. She also called on honest politicians to report misconduct by colleagues. "I do think there is room for public officials who see this wrongdoing and who hear these conversations to step up," she said.

The article continues, but we can chew on just the first two paragraphs for a while because they apply so directly to East Greenbush. As you've read in these pages many times: If you don't nail it you license it. The U.S. Attorney notes that BOTH state parties are actively and willfully corrupt, with that corruption running down like dirty water into the surrounding cities, towns, and villages. Any surprises? Shouldn't be. We've seen years of corruption at every level of Town life exposed in these pages and others. Anything changed? Maybe some. Not enough. Notice the way Ms. Lynch called for  transparent financial disclosure among politicians. We've had an Ethics Law stalled for over a year on  this very issue, and here we have a U.S. Attorney telling us exactly what we already knew but didn't have the courage to do.

Notice also the call for "honest politicians" (if they exist) to step up and report suspected violations. Over the last several years the citizens of East Greenbush have pointed out countless examples of possible corruption and conflict of interest by the Majority party. (Both sides have held a majority in that time, though the Democrats have had the honor for most of it.) What has the Minority done with this power? Almost nothing. There was one notable exception when the Democrat Minority actually brought a case to court over what they perceived to be wrong: the infamous "Double-Dipper" case. Regardless of the merits, the Minority at that time showed enough courage to spend the money and the political capital to go out on a limb for what they thought to be right. They won, and eventually won their Majority back as a result. But usually the Minority has left it to ordinary taxpayers to pursue honest government and political accountability on their own. In many cases the Minority has even gone so far as to turn on the very citizens doing the job that THEY should be doing! Obviously it doesn't work that way, and the U.S. Attorneys quoted in this article know that. They are specifically calling on the Minority Party to have the courage to govern. Town Hall, Candidates: You don't need a Majority... you just need a little courage. So far this year Mrs. Matters leads the pack in that category.

    1. She's had a couple of verbal confrontations in public in which she not only refused to back down but actually went on the offensive. The minority hasn't seen this kind of courage in a long, long time. It's an encouraging sign of life in an otherwise apathetic town. But you're right, the proof is in the pudding and by then it's too late. Looking at an 11/3/11 Advertiser I kept I see a photo of Phil, Ginny, Sue and Rick, inviting all to stop by campaign headquarters. Why? "Our team has over 150 years as active participants in our 'home community' of East Greenbush. We have been working hard for you and the Town we love, and we seek the opportunity to keep our community moving in a positive direction. Please vote Democrat..." That team left us in a deep, deep hole. Several deep holes. How about this one from the same 11/3/11 issue: Keith, Dan, Ed, and Corine lead with the header, WE LOVE EAST GREENBUSH. They proceed to lay out a 7 point plan, "a common-sense return to basics: stabilize property taxes and comply with the state tax cap; restore the town's bond rating; reduce the town's record-high debt; independent audit of town finances; efficiently provide needed town finances; protect our quality of life; restore openness to Town Government and reduce Democrat stockpiles of WMD. How'd they do? Granted only one of them made it, but he was the important one. Is the important one. Taxes, debt, audits, finances, quality of life (?), openness, WMD's? What have we seen the last two years? One month later Phil Malone opined that "Improving roads and other infrastructure will continue to attract business to town, thereby increasing the tax base and shifting the tax burden from the property owners to the new business." Every time you turn around there are a new set of tax cert. settlements against the town by those local businesses, reducing their assessed values by huge percentages and shifting their share of the tax burden where? Onto you. Yes, campaign promises by themselves mean nothing. But campaign fireworks point to the necessary courage to at least attempt change. That's why Mrs. Matters is ahead so far.

    2. I don't believe DiMartino was close to anyone on the Republican or Democratic side. She has worked for the school for a lot of years and has been involved in the community for a long time. She is a good and honest person which is exactly why I feel this town needs her. She has no ties to anyone working for the town and I believe she would have the town's best interest at heart. My vote will be for DiMartino and Matters

    Terrific post! I believe Cheryl Vallee also has the potential to "lead the pack." She is not a politician of the old school. Throughout her career, she has demonstrated sound managerial experience based on ethical principles.
    I look forward to her sharing her record of substantive accomplishments with the residents of East Greenbush.

      I agree with you about Cheryl Vallee. If elected, she will bring a reasoned and respectful approach to governing. Perhaps a vote for both Valle AND Matters would be best for the Town.
      I'll be listening carefully to what Vallee and Matters have to say.
      DiMartino and Bottillo seem too beholding to DeFruscio (Langley) and Malone for me to support.

    Langley's appointments have been a complete disaster. Even his one decent appointment, Megan Hart, was made under dusgusting circumstances.

    O'Brien, Mangold and Malone have spent the town to the brink of bankruptcy with sickening appointments of family and friends.

    Disgusting. There are only bad and much, much worse choices for town board. Botillo and Valle are the much, much worse choices. Matters and DiMartino better.

    I agree with you. It's Vallee and Matters for me. Bottillo and DiMartino are too close to the political bosses Malone/ Mangold and DeFruscio/ Langley. Both Valle and Matters were not the first choices of the political bosses, but they will each be my first choice in November.
    Lets vote for competence instead of cronyism this time. Vallee and Matters will represent the people, not the political hacks.

  8. I know both MaryAnn Matters and Cheryl Vallee. They are 2 people who will listen carefully to what the people have to say. They are both bright and independent people who have the ability to think for themselves. They will not let DeFruscio or Malone tell them what to do. They will be a breath of fresh air at Town Hall. Matters and Vallee will have my support on election day. Please consider them when you go to cast your vote on election day. Thank you.

  9. While I do agree that sometimes one is not better than the other, all you have to do is look at who has been in power for the last so many years to figure out who to vote for, and who not to vote for. For me it is easy, time for a change.

  10. Cheryl Vallee clearly is not attached to the "machine". Maryann Matters is also not attached to the "machine". That makes them viable candidates in my humble opinion.

Splitting our votes between Vallee and Matters maintains majority for the Dems which means NOTHING changes. To make real changes the majority needs to be changed and see how it goes under a new majority which means Matters and DiMartino. Why you claim DiMartino is beholden to anyone is a mystery but Botillo is beholden to his in-laws, the Harts, that's is definite. DiMartino is against tax increases so she "gets it". Vote splitting, which is what you are proposing in your comments, is a sneaky way to keep the Dem majority and that majority has been ripping us off and picking our pockets for YEARS! It's time they get their hand out of my wallet. Holy Moses even Ginny doesn't want to pay the taxes she helped increase, she is moving to No. Greenbush. To allow the same regime to hold majority would mean we are in a coma and it's time we all woke up!

  12. It's amazing. Talks believes DeFruscio should apologize for the Martha letter. While that is true, T. Murphy and R. McCabe should apologize for stealing taxpayers dollars! Gotta be honest, what Chris did was wrong but what Chris did, did not cost me a dime. What Toni and Rick Mc did cost me alot of dimes. PAY THE STIPENDS BACK! Until you pay it back you are thieves and stealing is never funny. Stealing from tax payers is NEVER humorous. The OSC says is should be returned and while you're at it, get the pension credits for the money you stole rescinded too! It's bad enough Toni and Rick Mc stole our money and put it in their paychecks BUT tax payers are being robbed for the remainder of Toni's life because she earned pension credits from the stipend money she stole. GIVE IT BACK!!!

      What Chris did with the Martha letter cost Dan Fiacco election to the Town Board, and helped Toni Murphy win re-election, which cost many taxpayer dollars, including last year's Keith Langley's tax increase without any enactment of needed financial and ethical reform measures. I'd say Chris' antics cost us a whole lot!!

    You are right! It is time for a change!
    I'm for giving Matters and Vallee a shot. They seem to be very thoughtful and are not tied to the old way of doing things. Matters and Vallee might very well prove to be positive agents of change for the town. Their election could result in a "citizen's minority" on the town board which may convince the "status quo majority" of Langley, Malone and Mangold to support the reforms needed to bring EG into the 21st century.

  16. 5:37--Langley, O'Brien, Mangold, Malone, O'Brien and Matters should put up a resolution to get our money back. Keep that in mind when you vote for the Legislature candidates because Mangold is not in a hurry to get our money back.
    Malone and Mangold supporting the reforms we need??? Are you insane? They voted down the Ethics Code and that's a reform we need. They hired Malone's Mom and Mangold's niece and O'Brien's husband and Hart's in-law, which is Botillo. Reform is not something Malone and Mnagold support however, they did vote for each tax increase presented since they have been on the dais. Apparently they vote for nepotism and tax increases---it's time to go.
    As far as Chris apologizing---when Toni and Rick Mc apologize for stealing than Chris can apologize for a letter that cost taxpayers nothing. Until Toni and Rick Mc apologize for stealing our tax dollars and then padding Toni's pension with our stolen tax dollars, Chris should withhold any apologies.

  18. Well done, 9/30/13 at 8:27AM. I was waiting to see how long it would take before someone finally picked up on the effect of vote-splitting. Turned out to be 26 hours. I have re-posted your original response below. I remember another nice girl once, smart, pretty, nice, connected- had everything needed to be a fine council person, but it didn't turn out that way. What we got was a different face on the same old same old. A split vote will keep us right we are we are-stuck, some afraid of their shadow and others afraid of not being in the limelight. There will be no more comments suggesting a split vote. We've seen the result of that. Shop that dead on arrival idea elsewhere, but it won't appear here. Those comments calling for "the best person not the party," "So and so will be nice, has experience in running things and she bakes cookies," etc- no. Not having it be cause it was nothing but a brief, coordinated effort by the Democrats to make this hair brained idea sound reasonable. It's not, and this blog will no longer allow such stupid ideas to see the light of day. Just don't bother. That's why there's a SPAM button on incoming comments. Now if you want to make a comment and be held accountable to the readers for those comments, and then sign your name as one of the Democratic candidates, this is the place. More than happy to rent you space if you're willing to rent your mind and your plans.

  20. Well council person O'Brien appears to be pulling a fast one over on the voters of East Greenbush. Her legal residence/ domicile has been vacated and the new owners are putting a fresh coat of paint on it. Sure will be interesting to see what the current so called majority will try to shove down the taxpayers throats before Ginny O'Brien heads for North Greenbush.

    Remember your legacy Ginny. It may just follow you right over the town line.

    1. I am looking at the budget cover letter signed by the Supervisor. It says, in part, "(the Budget) stays within the two-percent tax cap once again this year, with no increase with no increase in the tax levy". If it is saying that homeowners will be paying the same amount of property tax, then bravo, Mr. Langley. In the time honored spirit of trust but verify, I do have some questions.
      1. I am under the impression that the tax cap is 1.66%. If this is so, can we assume that this budget meets that criteria?
      2. If we are under the tax cap at either 2% or 1.6% wouldn't it stand to reason that we are over last year's tax and, therefore suffering an increase?
      3. If there is no increase in the tax levy, is it right to assume that there is also no increase in tax (the amount that will show on my bill)?
      4. Does anyone know when the budget presentation is?
      In short, can someone please help this non financial citizen?
      I believe we are headed in the right direction with this action whatever the answers are. Don and Ray, thanks for all of your efforts in this area.

  24. No increase to the tax levy works for me. Get rid of Malone and his majority and this town could flourish.

    I have met Deb DiMartino and Mary Ann Matters. They indicate they will work with the Supervisor to move our town forward and eliminate the town's outrageous debt. That works for me also.

  30. Any word on when the Harts are going to knock down the condemned Weathervane building? It is certainly a continued eyesore along with a major safety hazard, that plagues the 9&20 corridor. Fire hazards like this are not only a danger to the public at large, but also pose a threat to our emergency responders in the event of a catastrophic fire.

    1. At the very least code enforcement should require the owners board the building up to secure and insure that no one could enter the building and get hurt.

      The building is without question a public hazard.

    2. A perimeter should be established by installing a barrier to keep the public at a safe distance from the building. This is matter of public safety, why hasn't it been addressed. The Realtor has signs up that the property is available for redevelopment. It would seem irresponsible on their behalf to attrack the general public close to the building without a protective barrier in place.

    3. Well folks a member of the Hart family sits on the planning board, trying to get himself elected to the town board (Bottillo) and another Hart family member already sits on the town board (Mangold).

      So now do you see why that public hazard (Weathervane building) is allowed to exist right in the center of town.

      Yup, the Hart family. They want to govern over their own projects. Say no to Bottillo on November 5.

  32. I would like to thank Supervisor Langley and his Director of Finance Meagan Hart for the preparation of the 2014 tentative budget.

    Supervisor Langley's budget with NO INCREASE to the tax levy is a great relief for me and my family. Let's all hope the board majority will agree to adopt the "Supervisor's Budget". The Supervisor's budget will benefit EVERY taxpayer in our town.

If you paid more attention to the zoning/planning board as oppose to complaining about everything you would know that the Mcdonalds building is going to become a medical facility and be expanded. Also, earlier this year the Weathervane site was in front of the zoning board as well. I was told a use restriction needs to be lifted for the site to be developed!!! With that said, perhaps those making accusations should be better informed of the situation before making assumptions!

    Its amazing to read the negative feedback on this site from people that invest nothing in the community besides there personal residences. I think the Hart family has done a phenomenal job redeveloping sites such as Selena's. And what about CSC which employs over 500 people in what would be an otherwise abandoned retail building.

    And for all the people on this site that have something against the Witbeck family for the current condition of the Mcdonalds building, keep in mind that the taxes were $45k the year it went vacant. Instead of not paying the taxes, they were paid!

  38. The McDonald's site has been a blight on this community for years. Ditto the Weathervane. Eyesores. Disgusting to look at. A couple of hours with a weed whacker every now and then would have done wonders. But no, that would require an effort. People have a right to be upset with their town looking like a toilet.
