According to Supervisor Langley quoted in an April 24th
TU story by Chris Churchill, the April 16th resolution had to be
added late because the developer called only a few days prior. “We had conversations of interest, nothing
more than that, with Saratoga Casino and Raceway,….that’s what led this
resolution to be put together.”
Well I have direct knowledge from an EG Cop and second hand
knowledge from an EG Planning Board member that this thing was known to them in
February. What do you make of that?
And then you have the land purchase entity Greenbush
Associates LLC changing its name from Greenbush Casino Associates LLC in
February. What do you make of that?
Does anyone make a land purchase for several million
(according to a TU story by Ken Crowe, the Village at Thompson Hill loaned the
developers $3 million for the purchase) requiring significant zoning change and
environmental evaluation without receiving “assurances” that these can be taken
care of? What do you make of that?
Well, I think I can assure the Town Board and the casino
developers that this is not going to be as simple as getting a Final Plat
Approval from the Chairman of the Planning Board without a meeting and without
a Resolution as was done in January for the Thompson Way Development. (See the commentary by Dwight Jenkins on this
one.)
The fact is that the Town Board (and I’d say Planning and
Zoning at least) went secret in February, intending to slip this thing by
without telling anyone. Well this is too
big a deal to rely on the likes of DeFruscio and Gilbert and the “shot callers”
on the Dem side for insight. The most experienced of you have little more than two years of municipal government
experience. And you’re up against some of
the slickest snake oil salesmen and women in the business. You got taken and have almost taken us with
you, and we’re pissed. But there’s a
chance for redemption……
Enter the Comptroller of the State of New York with a hard look at the claims of
the developers in the light of State financial policy. His report, released Friday, raises some
serious questions across the whole spectrum of claims by the developers of
benefits to communities. A good summary

Here’s an important piece of the story:
Because of this substitution effect, estimates of employment and revenue gains from new casinos must reflect potential losses and transfers of existing consumer spending. The report found that while some net employment gain is expected, some existing jobs are likely to be lost as well. The state Division of the Budget’s (DOB) estimate of 2,900 permanent new jobs and 6,700 temporary construction jobs is a net figure that assumes certain losses of existing jobs….”
As Jack Conway pointed out on Talks, if DOB is talking about a net increase state-wide of 2,900 jobs, how does that square with the 1,700 Feathers and Rita are promising East Greenbush when there are to be 3 additional facilities and the one at Exit 15B on the Thruway is to be a destination resort.
And here’s a good explanation of “where the money comes" from that flows through a casino. It’s a comment on FaceBook about Mr. DiNapoli’s report. If you do nothing else, read it and understand what it is saying. It’s from a guy named Kyle Newcomb:
“Good for Dinapoli. The dynamic, though obvious, needs to be explained over and over so the promises of the casino forces are clearly seen for what they are. No new discretionary spending suddenly appears among a populace just because a casino is built. Dollar for dollar what is spent at a casino IS NOT spent elsewhere AND WORSE the multiplier effect of that spending is less - meaning, how much gets churned throughout various businesses in the economy diminishes. To believe a casino will be an economic boon you have to believe this detrimental effect will be more than overcome by tourists foregoing Connecticut, The Poconos, The Catskills and even places like Atlantic City, Las Vegas, and resorts in the Caribbean for Albany in February.”
These are all important questions. We also need to know what have they learned since the April town board vote.

Do they have an actual number of jobs, how many are part time, how many are full time, do they know job titles, salary ranges?
Does the town board have in writing that the $250,000,000 proposal will not be scaled back? (Because if it is scaled back, all of that time they spent on math was wasted- the dollar contributions to the town and county will change).
Has the town board estimated costs associated with adding a 24-hour casino to the community?
Have they read anything regarding the negative impacts?
Have they read Mr. DiNapoli's report?
Questions, questions, questions....and for now we have NO answers.

These are NOT important question at all . Explain to me why when they knew is important and how a cop whose contract is being renegotiated or a planning board member knowing something equates to how anyone else knows . Here's what I know a developer wants to build a 300 million dollar entertainment complex/ casino. It WILL generate millions of dollars of revenue for the town. Not everybody believes the hype that you've apparently fallen for. I'd suggest that you start reading the literature and research in the field, starting with the report of the Comptroller of the State of New York. DeleteThe problem is, my friend, that the original decision was made in secret. Being able to "comment" after the fact is a joke which you'd like people to take seriously. If the question had been put openly to the Town and its citizens early on, the developers would not be here. Guaranteed. That's why it was done in secret. Get it???
DeleteWe can probably be fairly sure that no cash has changed hands, but I wouldn't be too surprised if the "wink and the nod" has taken place with regard to campaign contributions the next time around. They're gonna need it.
ReplyDeleteWhat will you know-it-all naysayers complain about if this all works out to be good for the town? What will you complain about then? Look at Saratoga. They are a gambling community and a tourist destination and they've been doing just fine since the 1800s. Why couldn't the same thing happen here? Can EG really do much worse than it's doing now?
ReplyDeleteDear Anony... This is not the 1800's, we don't have a track with a long history, or a prostitution history, or Mary Lou, or Diamond Jack Brady. East Greenbush is NOT a tourist destination. Given a choice where would you go? What is so god-awful frustrating is that folks just buy the hype without any kind of filter. Casino sales pitches are similar to those of used car salesmen. "You're gonna love this baby."
DeleteRead the Comptroller's report. This is 2014, not the 1800's. NY is tapped out on gambling revenue - which is a tax, by the way. A basic course in economics would be helpful in this discussion. Don't they teach that anymore???
Furthermore, Saratoga is quaint and has a MAIN STREET with cute shops and restaurants where people like to stroll all day and and night. It is a 4 season resort with ballet, orchestra, art, music, golfing, spas and i could go on. Now let's compare East Greenbush and its no-town atmosphere against all above. Really - get real. This town, which could have played on its history is just a ghost town. You may ask why and I point you to successive town boards for probably the last 20 years which managed to reduce this town to junk bond status and more. You think these 5 can manage any money received from casino revenue? They haven't even disclosed a plan concerning how the money would be spent. Kathy Jimino said the county would use the revenue for property tax relief. She has a plan but our town board members do not. Sorry but East Greenbush is not close to Saratoga in any way.

I am not sure they are aware of the many tourist attractions that exist in Saratoga....do they know what is being proposed in East Greenbush? Is it a prestigious private college who will have future alumni donating to the community? Is a state park being proposed? Or is it a Performing Arts Center? Is it a hotel similar to the Gideon Putnam? Is it a seasonal thorough-bred race track? No, none of these are being proposed in East Greenbush. It is a 24-hour casino being proposed. However, we are much closer to the cities that have many non-law abiding citizens which could explain why Saratoga's crime supposedly didn't increase considering they are 40 minutes away from those cities and East Greenbush is only 10 minutes away. Basic economics would dictate that a 300 million dollar casino that would employ 1700 people and generate over 9 million dollars in revenue for the town per year ( approximately 40 percent of last years tax levey) would be a good thing. Anyone who has spent more than five minutes listening to Keith Langley realizes that he is utterly incapable of managing even mildly complicated governmental issues. Mr Langley does not exhibit any degree of even mid level governmental intelligence. He simply "knows what he knows" and that is it. Mr. Langley and his mentor, Mr DeFruscio, are suspicious of any groups or individuals engaging in any substantive discussions. Mr. Langley is unable to respond to detailed questioning on any issue outside of his very limited areas of competence simply because he is not smart enough to understand the issues. Shame on us for giving him his asked for Town Board majority in the last election.
ReplyDeleteIf the city of Albany is able to negotiate and publicly detail a mutually beneficial plan for the proposed Exit 23 casino with the developers and operator prior to the June 30th deadline, the resultant Exit 23 submission to the Gaming Commission will have a huge leg up over Keith Langley's Neville Chamberlain like approach to negotiations with the Saratoga Gaming and Raceway Group.
Simply put, the New York State Gaming Commission does not want to have to deal with the media backlash and scrutiny resulting from an inept Town leadership being rolled over by a sophisticated casino operator.
Oddly enough, Mr. Langley's ineptness might be the "secret weapon" the anti casino group needs to block the proposed Casino at East Greenbush project.
Anyone notice that ridiculous EG "blog" on the Times Union by Jim L regarding the casino is not up anymore? Funny timing that it is down after the DiNapoli report.

I think it's funny that Jim L couldn't provide any solid facts to show his support other than what the "used car salesmen" have been saying all along. When he tried to compare the casino in Baltimore to the prospective one in East Greenbush, that's when I knew the blog was going to provide more amusement than the Sunday Funny Papers!

You can be assured the State Gaming authorities will have some serious concerns about awarding a Casino to a municipality whose Supervisor pushed for the elimination of both the Planning and Engineer oversight positions prior to his "conversations of interest, nothing more than that, with Saratoga Casino and Raceway..."

I'm getting confused. Is Supervisor Langley FOR or AGAINST the East Greenbush Casino? Will he be appearing on Paul Vandenburgh's show tomorrow morning being broadcast from the East Greenbush Holiday Inn Express on Route 4, just below the proposed Casino location?
ReplyDeleteHeard the first radio advertisement. Nice how it says only positive things. Honestly its a bad deal all around. Trust me, look at the State of New Mexico. They have all these tribes with their own casinos. And after being in several during a visit I can tell most are just holes in the wall with a buffet. At least if the casino had real entertainment value then this would work. Even the one in Rensselaer can acomodate a hotel and much more. This will accomidate a crappy casino no one but addicted locals will go to.
ReplyDeleteThat Final Plat approval in January that the Fly mentioned and Jenkins wrote about for the development on Thompson Hill should give the casino developers something to think about. It benefited a couple of "insiders"on the Town's hot shot list. It was signed by the Chairman of the Planning Board without a meeting of the Planning Board and without a Planning Board Resolution authorizing him to do so. I'm told that the Board was informed of the violation in a public meeting and by e-mail, but no response was forthcoming. Are the casino developers "depending" on the ability of the Town to deliver this kind of thing, or should they be running as fast as they can from the fact that this kind of thing can happen in this Town? Can they risk their license by associating with those who can't seem to follow the law?

It's this kind of behavior which has kept legitimate investors away from us. Who wants to deal with a bunch of self-serving crooks who are trying to screw you out of whatever you are trying to accomplish. PATRONAGE FIRST!!! It's my turn now.
ReplyDeleteWell I heard the "informercial" for the casino on Vandenbergh this morning. You could have substituted vacuum cleaners or used cars for the "product." All that glitters is not gold, warns the Comptroller of Albany County. But I'm wondering if our Board has used any energy to read the material out there which raises serious questions. I've heard that the local Party operations have gone into campaign mode on the "loyalty" front. So facts will have little impact on those votes. Funny how the "machines" might be willing to sacrifice their office holders.

Like you I hoped for open and transparent government but so far they make the previous majority look like poster children for good government and we all know how ridiculous that sounds. The so-called Smart Way Forward has now snuck an entire Board of Ethics and a casino past us without any openness or transparency. The good news is they haven't gotten away with their casino yet. The energy in this town to stop a casino is nothing short of inspirational. One thing's for certain: if the town board votes 5-0 for a casino, both political machines will have signed their death warrant. And then maybe we will have open and transparent government. This town's politicians have depended on the fact that most residents didn't pay attention to what was going on in our town government. With the fraudulent Casino at East Greenbush, Pandora's Box has been opened and things will never be the same again.
I must agree with Jack on the impact of a 5-0 vote approving a casino. Both machines have been living off the land here in EG for a long time. There is no difference between them. The hallmarks are patronage, cronyism and absolutely lousy management skills. And both are into the backroom deals that has dumped this casino possibility on us with no chance for community analysis or input. It means BOTH are cooked if the "invitation" is passed. All the campaign contributions in the world from casino interests will not save those who perpetrate this abomination on the community.

What we need to run our Town, a veteran, one who has ethics, integrity and does the right thing all the time. One that has a moral compass that always points to the truth. It may take 4 years but we need our Town back!

ReplyDeleteI don't think we need to wait 4 years to get our Town back. If we put a good strong independent leader in the Langley slot, it won't take long for the two followers to begin to follow that person. It would need to be a person with the ability to work effectivly with all factions of our Town. The person would need to have the experience to deal with the casino and other potential developers, the energy to devote to the job, and, most importantly, to communicate with the community. I can think of two people who meet the bill. There might even be a third person.
ReplyDeleteSomeone should begin to talk with them....Just think of this, veterans can handle the stress, react accordingly, speak calmly and convincingly, lead with authority, work with a leadership team. give orders and direction and see that it is carried out. A veteran can work with two sides, mediate yet get the job done. The most important thing of all, is they are disciplined! Does anyone you know fit that bill.....???? That's who needs to run our Town!

DeleteA strategic opportunity has presented itself today which would allow the East Greenbush Town Board to cover its highly exposed backside. It should schedule a Special Meeting and adopt a resolution uninviting Saratoga Casino and Raceway to East Greenbush, and supporting the resolution of the City of Rensselaer inviting the former Albany developer candidate to The City of Rensselaer site.

DeleteThe difference is between NY State and the casino/gambling environment in the State - and Philly. The Comptroller specifically addresses the public policy which has gotten us highly dependent on gambling revenue which is shrinking because of over-saturated markets. You might try reading the comments of Mike Connors too. He's the Comptroller of the County of Albany.

In other words, if the public had been involved, the Board would never have fallen for the casino hype. And they would not have divided the community.

DeleteI was at the June 4th meeting and your numbers are correct. I crunched the numbers: I subtracted the 3 for who work for the casino from the 15 for and placed them in their own category . Here's the tally: 12 for (local) - 16.5%, 3 for (Saratoga) - 4%, 4 undecided - 5.5%, and 54 against - 74%. Mr. Malone, 82% for?

Channel 9 News' piece on last night's public hearing shows a guy holding a 'Pro-Casino' sign and he's sound asleep. Sums up the night in one image. Anyone who thinks this town is split down the middle is in a serious state of denial. This town is now firmly opposed to a casino. Period. Full stop.
ReplyDeleteWhat our town board doesn't get is what happens when you look at a map of the site and you see a casino, a Montessori school, a girl scout camp and Columbia High School. Don't they realize that those two schools and that camp are worth more to us than a casino? The pro-casino argument is about money. The no-casino argument sees the money argument but also has a moral dimension. In other words, there's more to the no-casino argument.
Saratoga Casino and Raceway thought they could easily prey on the local yokels in East Greenbush. Last night these local yokels administered a serious ass whooping to those condescending predators and it was a beautiful sight.
Council person Malone said that the Casino project is supported by 82% of the town residents last night at the public hearing. This seems to be contrary to what is being stated here?

Do you really think they are going to lower taxes. Those politicians are just going to use the extra tax money to feed themselves and their friends and families. They have been doing it for years and will continue to do so. Why do you think they paid the tax assessor off with vacation time. Or why stuff goes missing but no one knows anything. They will continue to burden us with extra taxes cause the casino didn't pay out cause they spent all the money on jobs for their families and extra crap the town doesn't need.

As somebody said on Talks, Feathers is driving the bus in East Greenbush. And DeFruscio, Gilbert, Langley, Matters and DiMartino don't even know it. Oblivious. On Wednesday night, DeFruscio is sitting in the front row of the Hearing surrounded by the Suits and Skirts from the Casino people, grinning ear to ear. And judging by the canned e-mail responses to requests for information, the casino people are controlling Town Hall communications. And then there's Gilbert. The appointed Chair of the Ethics Board carrying water for the yet to be decided upon casino matter at the public hearing. Promises of campaign contributions from the casino interests will never make up for such obviously ignorant behavior. You guys have to catch on one of these days that DeFruscio is not a political Delphic Oracle (look it up). He's certainly screwed up the casino thingy, hasn't he?

ReplyDeleteCasino, Casino, Casino. Now the Rensselaer politicians want to suck the pockets dry of their residents. Talk about recreating Atlantic city. That location will create a cesspool of drug dealers and prostitution that will decay the quality of life not only in Rensselaer, but East Greenbush and North Greenbush as well.
ReplyDeleteIf we want to save East Greenbush the focus should be directed toward Kathy Jimino our County executive along with our county legislatures. They started all this MADNESS with their resolution supporting casino gambling in our county.
If the casino group is promising all the millions and millions of dollars to the town, county, schools, state, etc....how many millions will our friends, family and neighbors have to lose to make that happen?
ReplyDeleteLets face it, casinos make money by taking it away from the people who go there. Lets also face the fact that if you lose your money in the casino, you obviously can't spend it in our local businesses. The money is gone.
So we can lose millions of dollars a year to get a few million back in revenue. What they will be doing is taking away from local businesses where, I might add, you get something for your money. Local business is the life blood of our town and should be developed further.
Keith Langley feels it's a money maker for the town and county. Maybe it is, but at what cost? If someone told you "give me $1,000 and I'll give you back $100 would you do it? That's what you are doing with a casino.
Is the leadership of our town so desperate and devoid of ideas that a casino is the best idea they can come up with? We need to elect people capable of thinking outside the box and capable of ideas that will benefit our community.
ReplyDeleteWhat about developing an area where we can put in outlet stores like Lee, Mass. and Lake George. It would attract shoppers from all over the area and continue to be a recurring source of tax revenue. People would leave happy with their purchases instead of dejected with how foolish they were for losing all their money at the casino.
This is just one idea I had. I am sure there are many great ideas floating around if
Langley and the board would listen.

This SWF is full of political losers and has-beens that have been rejected by voters.
Its now clear why !
Whether you are for or against the Casino... Does anyone have any confidence at all in the ability of Keith Langley and Chris DeFruscio to fairly administer any additional monies the Town might receive from the Casino operators?
ReplyDeleteLet's face it Keith Langley is just not smart enough. He and his good friend, Mr. DeFruscio, are only concerned about themselves.
That's why it is important for all Town voters (both pro and anti casino) to reject Keith Langley's bid for re-election in 2015.
Here's hoping more and more voters begin attending Town Board meetings on a regular basis between now and election day November, 2015.
Please attend these meetings, take a good look at Keith Langley's policies of non transparency and refusal to answer questions from both Board members and interested citizens and judge for yourselves.
The Langley controlled Town Board does not want informed and engaged citizen involvement and Supervisor Langley does not like to see a full room of citizen activists at regularly scheduled Board meetings.
Instead, Keith Langley is the type of person who prefers to call special meetings at 8:45 on Friday mornings to stack an Ethics Board full of his cronies. Keith Langley is the type of person who promises no tax increases and then casts the deciding vote for a Tax Increase. Keith Langley is the type of person who says he will release the results of taxpayer paid auditors and then instructs his newly appointed Town Comptroller to withhold the information. Keith Langley is the type of person who votes against a Resolution to allow the general public to comment at Special Town Board meetings.
The more voters learn about the "record" of Supervisor Keith Langley, the more questions they will have. These questions need to be asked, again and again and again. Even if Mr. Langley refuses to answer them.
What the Town Hall crowd hasn't yet figured out is that Feathers has put them in his pocket, and is perfectly willing to sacrifice them after he gets what he wants. They are being wined and dined and schmoozed, but at the end of the day they will have no political future at all. If Feathers gets his casino, he'll run the Town and put whoever he wants in place. We've got it bad now with the bosses of both parties. Guess what's coming.....

ReplyDeleteThere's no political future for Supervisor Langley no matter if the casino comes in or not. People around town now realize the Supervisor has no clothes.
